Re-send confirmation emails

A small change, but it's now easy to re-send entry confirmation emails - either the event admin team, or the entrant themselves can do it.

Email 'deliverability' is a messy business - we go to many lengths to ensure that emails sent via RiderHQ reach their destination (from rate-managing sends, to email headers, to working directly with email service providers to ensure deliverability). 

However sometimes a mail can be lost or missed or even accidentally deleted. Particularly, the 'thanks for entering' email can contain important information (ticket details, where to go, entry details, links to edit entries etc.), so if the entrant doesn't have it they might need it re-sent.
